So I guess I should have listened to the advice here yet again. After taking the tail section apart on the "new to me" Apex, I find that my brake light is actually working and it is more than likely the corroded break switch on the handlebars.
How does one pull that apart to clean up? Some were saying the contacts of the switch near the brake lever can be cleaned up with an emery board?
I see that I just wasn't squeezing hard enough to get the brake light to come on. If I squeeze light, it will flicker, but with full force, it will come on. Too bad I had to lay the tail light on the seat to see it in action.
I did find I may need two new plastic rivets that hold the LED tail light in place. Those things vibrate enough to loosen the tail light assembly.
Simple issue, but it is probably the only issue I can find on this Cherry of a used sled!!
Thanks in advance guys!

check the rivets on the cross over tube for the antifreeze tube they loosen up. you already have the back apart.
