Apex exhaust bolt question

I am in the process of changing the exhaust donuts in gf '11 SE, I loosened the front bolts, that are in a slotted groove in the exhaust, thinking they would come out, but now they won't tighten back up, nor would they come out. They can't be seen from underneath in the tunnel/skid area. Can someone explain to me how to retighten these bolts? Just want it back together! Thanks in advance, Rick

Ok, figured it out. I pried up on the washer with a flat-head screwdriver while tightening it and it snugged themselves down.
