Is there a torque spec for the 10 mm bolt that hold in the flex pipe? I thought there was one.

That is what it says, but it also says for a 2011 Apex Manual. If you look up Yamaha parts, I believe shows different part numbers for the bolt and the clamp, to your 2006. 2006 -2010 Apex Manual says 7 ft. lbs.. It could be dictated by bolt strength, clamp strength or other.
On your 2006, there should be a stopper on the clamp that the bolt goes through. It will bottom out before you hit your 7 pounds even if you had a 1/4 inch space before you started tightening. 7 pounds on these should be adequate, that the bolts are backing off was never the problem, or people wouldn't have to use heat to get them off. What I found when I installed new copper donuts and SS pipes, was that each clamp fit slightly different on the pipes so you have to custom fit them. I squeezed them finger tight over the joint and found that two had about 1/4 inch space before tightening, and two had about 1/8 of an inch space before tightening. So I ground off an 1/8 on the two so that they all had 1/4 inch and hopefully tightened more equally. I had marked the clamps to the pipe before I took them off so I could put them back on the same pipe. An interesting observation was that the two pipes that had the clamps with an 1/8 apart, were the two that the original gaskets were trashed. So maybe, the answer to all the gasket problems is(partially the gasket material) but maybe more importantly, while the clamps may be relatively equal in diameter, the total fit of the joints(two flanges and a donut), may Not be equal.
