Apex Mtn E-brake/parking brake

I am in need of a little assitance. How exactly is the emergency/parking brake on these sleds work? Does the whole assembly just ride on the disk all the time with the springs holding it against? Shouldn't the caliper be away from the disk until the lever is cammed over? It just doesn't make sense to have it rubbing all the time.

If anyone has a closeup picture of theirs, that would probably help a lot.

I just bought the sled and something looks wrong. I have an RX-1 Mtn, but the E-brake was removed prior to me buying it so I can't compare.

Here's a pic or 2. These are pics before we installed the reverse kit but nothing changed with the brakes.

That's what I thought it should look like. My E-brake caliper is tight against the disk with NO gap (metal to metal). I wonder if the previous owner ran it with the E-brake on and totally wore it out. I also noticed that the brake doesn't tighten enough to hold the sled. I can cam over the brake and the caliper isn't even tight on the disk. I would assume that it is totally shot.

Now I don't know what to do. Are these things rebuildable or will I have to replace the entire caliper?

Help me out experts. Not sure what to do now.
