The Tors is there to stutter the engine if your throttle freezes. It knows when the thumb throttle is closed and if the cable is still pulling the engine throttles open it thinks you have a stuck cable and stutters the engine so your sled doesn't take off on its own.
Since you have a bar riser on your sled your throttle cable is now being pulled tighter then before and is creating a legitimate signal for the tors to activate.
You need to loosen your throttle cable adjustment to create more slack in the cable and your problem will be solved.

Yes, what Bob says, and depending on how high the riser is you may need a longer cable.

when you put a riser on you have to relocate the throttle cable under the bars to have enough length. this is with a 2.5 riser any longer you may need a longer cable.

well on my new 2016 apex with a +4" riser i had to route the cable under the bars and out of all the brackets to not set the tors off with the stock cable. had to take the brake line out of the brackets as well. on the 2011 with the +3" riser, i just had to run the throttle cable under the bars.
