Do you mean the belt is down in the secondary when the machine is stopped? If so, find out what spring is supposed to be in there. My '03 RX had that problem and the wrong spring was installed.

Make sure when you check the belt hight you are making sure the secondary cluch is FULLY closed..
You adjust the belt deflection by adding or removing washers from behind the 3 small bolts on the back of the secondary clutch.. (removing washers makes cluch open more.. adding washers makes clutch close farthure) If your belt is low.. you would have to add washers!
Make sure and check your cluch center to center also.. it should be no more or no less than 267-268.5mm (or 10.68-10.75 inches)
also a good idea to get an alignment tool and check clutch alignment..
Hope this helps..

Once your belt is adjusted correctly.. with suspension hanging and your engine running.. the track should ever so slightly turn (engine at idle) or rotate by slightly pushing track!

red800,
Yes it's like other sleds. The washers are how you adjust it.
I have an adjuster that I added, which I've put on my last 3 sleds. You have to lock the secondary, then you can adjust belt height by turning a knob on the adjuster, without removing secondary.

center to center
I checked the center to center on my apex gt and it's at 10 3/16", is there that much adjustmet to get 10.68"-10.75" and could this be why im only getting 110 w/o on the speedometer?

The important thing is having the belt at the top of the secondary. If a new belt won't go to the top with the secondary sheaves completely closed, you need a new belt. With the washers on, the belt should be at the top with a new belt.
