Carburetor float height?

Ok, so I have my carbs apart on my kitchen table. I have the service manual, here is what it says:

Float height:
11  15 mm (0.43  0.59 in)
Measurement and adjustment steps:
 Hold the carburetor upside down.
Measure the distance between the carburetor
body and top of the floats.
The float arm should resting on the needle valve
without exerting pressure on it.
 If the float height is not within specification,
inspect the valve seat and needle valve.
 If either is worn, replace them both.
 If both are fine, adjust the float height by
bending the float arm tang 1 on the float.
 Recheck the float height.

My question is this-
There are raised pads on the tips of the floats. Do I measure to the top of these pads, or do I measure to the flat parts of the floats? The bumps on the floats aren't very big, and the pic in the service manual just shows flat floats. I'm lost. I do know that my floats were waaaay too high. They were at 8mm to the pads!
