Yes they are. Alot of disabled people think that since it has 3 wheels it wont tip over though. Not that simple and requires some training to get the front to lock and unlock at proper time to come to a stop without putting your feet down. Saw a crash because of it.
 
I seen one once pulling a bicycle cart for kids going 45mph,lol

As a person with a disability, That is the first thing I thought of when looking into them. What if it doesnt lock?! Interesting idea though. But I think Can Am Spyder is much safer not to mention much more exciting.
