engagement problems

Last season my engagement was 4600 with my mystery ramps and orange spring. this season it was at 5100 my belt blew and i bought a new one. still at 5100 removed the spacers behind spring went to stock spring and removed over 1/2 the weight from the ramps. i have 4 holes took the weight from the 2nd one from the tip. moveable shiv has some movement (rocking with spring removed and cover off) not a lot but not sure if its too much. I did all the previously mentioned changes 1 at a time and noticed very little if any changes. would like to get my engagement down around 4000 or so. something i did notice though is that when the clutch does engage now it is softer even at 5100 than it was at 4400. sorry if this is a little scattered ive written this a few times and computer is just as screwed up as sled. help???
 
engagement is controlled mainly by spring pre-load and cam arm weight. you stated you removed weight, this can raise engagement. placement of the rivets or weights on the arm also affect engagement
