Floats and Needle Valves

Can't seem to find the answer to this one looked all over. When putting the floats back on does that flat metal piece on the float sit directly on top of that little pin that gets pushed in on the needle valve and the space in the metal clip or does it sit on top of that metal clip?

The clip or loop on the needle slides on the metal tab. The float has to be able to pull the needle up and down depending on how much fuel is in the bowl. This regulates the amount of fuel going into the bowl.
The first pic is right.

One would think this is how it should be however when I removed my floats none of the needles came with the float and with that clip sitting over the tab you would think that the needle valve would come with at least one of the floats when you lift it off but this was not the case for me.
 
Just did mine also and the flat piece goes in between the needle and and the wire like he said. The other way when you took them out would have not let as much fuel into the bowl and probably lean the motor down at top end.
