Fuel gauge issue RX-1 with apex cluster

[88 yamaha 570]

So I have an apex cluster on my RX-1 and my cluster reads just under a half tank when I run out of fuel... I removed the sensor to sweep it and see if it was hitting something and when full it reads full and empty it reads just under half tank. Anyone have this issue or know if the RX-1 and apex sensors are the same and does anyone have resistance specs for it? Maybe it wants a 5 volt reference and has 12 volt? I just want to properly diag it before I go buying a new one
