gt28 problem

my friend have a front mount turbo with a garrett gt28 , he make a big braaaaap until 6000rpm, he have to go slowly for 3 second before he go at full trottle ??6 he can't go full trottle for a race . what jetting are you running with this turbo ??? needle ??? pilot jet ??? screw ?? thank's for your help. thebest
