You know I used to just turn these on low and ride all day with lighter gloves on. On cold days at high speeds maybe I turned to high.... but I could always count on them getting warm enough to warm up any digits if needed (on all my former Arctic cat sleds)
But on my 2015 LTX DX I can not get my thumb warmer to warm up much at all, and I can not believe how the hand and seat warmers vary temperature. I rode 125 miles yesterday, started out around 10 below zero and rose to middle teens. We did some hard wide open fast field riding with short wood sections in between over hard back base, and some cruising trail speeds around 35-50 over a 2-3" loose top layer and I couldn't pin point how my speed, RPM, or engine temp had anything to do with what I was feeling in the handlebars (or seat). The seat would go from just warm (which was nice when just cruising fast at -10 degrees) to very uncomfortably hot but with no coinciding with the way I was riding. The handwarmers seem to have a mind of their own as well, and the thumb warmer just doesn't seem to work.
Anyone else?

Start it and idle with thumb on. It should get uncomfortably warm on bare hand.
Seat takes a while to build heat in my experience. I tend to start out on Hi then switch down. No complaints about output, but it would be nice to have some in between settings like Doo with the 10 step deal. Then again the Doo heaters don't work at idle or any point below 2000 RPM...

My handwarmers failed 2 times last year and I cannot call it a thumb warmer it is a placebo button only.

Take it back to the dealer. No problems on my 2014. Way better ( warmer) than my Apex ever was.

I too am experiencing the same as the OP. Seat and hands get toasty after high rpm runs, but quickly cool off at lower rpm riding...very annoying. Is there a fix? Is something wrong with my sled? Riding at 0-5*F required bar mitts. Tried a pair of the Klim Tundra split finger, hands froze!
