Installing heat shield???

There are 2 washers that go under the heat shield where the 2 bolts go in just before pipe goes into the Turbo. How the heck are you supposed to keep those in place before installing the bolts. I attached a picture showing one of the washers.

A little dab of hi-temp silicone will hold it place.

Ok thanks for the replies. When checking a parts diagram it looks like the washer goes between the brackets on the pipe and the heat shield covering pipe from the header. When taking mine apart the washers were between the 2 heat Shields being the one covering pipe and the other which covers the Turbo. Which is correct?
