Looking for info on the bolts above the y pipe on a 1993 exicter

My buddy is in the middle rebuilding the motor on his 1993 exciter.
He sent me a pic asking what the purpose of the bolts right above right above the y pipe going into the block( # 19 on the yamaha diagram.)
Can someone educate me .....lol

I did read something about a coolant drain plug!
You may be right

I believe it should have a copper sealing washer on it as well if I remember correctly.
