Installing a new adjustable actuator to a 2860. Does the turbo "flapper valve" need to be wide open or closed when installing the actutator with inital setting at minimun...

X2 what Turk says, closed moving the lever towards the actuator.
Also the actuator is spring loaded in the normally closed position. You want to adjust the actuator threaded rod so that the loop end easily slips over the wastegate lever pin (gets the retaining clip) when barely pulling out on the actuator with slight tension, called preloading...
This will ensure there is enough initial seat pressure on the wastegate to seal it from leaking until the desired boost level is reached and moves the actuator to open the gate. If the wastegate is flopping loose and leaks all the time then your sled will build boost slower or not at all.

yeah, i was messing with my mounting, I had no preload on mine for a bit and man it was laggy, tightened it up enough to make suer it was seated and it was a whole new animal!!
