I HAVE A QUESTON ON COLD STARTING, I HAVE 2007 VENTURE LITE, I COULD NOT START IT YESTERDAY , VERY COLD -32 'C, IT TURNED OVER , BUT WHEN YOU TURN THE KEY I COULD NOT HEAR IT PRIME IT SELF, JUST CLICKED, DO THEY HAVE RELAY PROBLEMS, OR DOES ANYONE KNOW THE PROBLEM, IT STARTED LATER IN THE DAY (-25'C) HEARD THE PRIME, BUT DID NOT TODAY SAME THING AGAIN , THANKS GOODDAY
On the phazer, there is a cluster of relays under the battery, for some reason they can get sticky when very cold. If you can put a hair dryer on them for a few min. it should work again. Or you can do it the harder way and pull it out and warm it up with your hands. Either way works. Hope that helps.

I had a simular problem last year. Yes it was a frozen relay. You ca take relays out and warm them in your hand for a few seconds and they should work afterwards. I replaced mine ($10 or so) and no problems since.
You can also swap the fuel pump relay with another one (i.e. headlights) and try that for a while. If your headlights relay gets frozen you will only have high beams.

Also, yamaha have done som mods with cold start issue on the first models. Here in Norway they changed the ecu and also the spring on the auto decomp system. They did this mod on my 07 phazer fx one year after I bought it.

I'm going through something similar with mine. The pump cycles but when you turn the key you just hear a "click" from the relays. I'm hoping some snow got somewhere where it shouldn't be and that a few days of drying out in a warm shop will cure it. I'm going to get some spare relays for it, though.
The first time it happened was just a few days ago. I was about 70 miles into the bush, and in the morning when I went to start it it just "clicked" and threw a "Code 11". We made a tent out of a large tarp, pulled the covers off the sled and lit a fire to dry it out. What a relief when it started; I was a long way from help. The Code 11 thing hasn't happened since but the not starting when cold is an ongoing issue.

Sounds like my 07 yesterday. Relay was clicking like I'd expect but the pump was not running. In the trailer and 30 minutes of heat and it finally started supplying fuel.
