can I use a 68 link chain with 23 /38 gearing,or does it have to be a 70 link chain?

If the chain is used at all I say yes for sure, not sure about brand new chains but it would be very, very close...

If the sum of the two gears is 60 or less then you need a 68 link chain. If the sum is 61 or greater, you need a 70 link.
