If you have a friend with an Apex you may want to try their ECU. I have seen two units with the same problem and they both were fixed by replacing the ECU. It seems when the wires get cut sometimes they short out and take out the circuit for the shock in the ECU and then the ECU acts like it doesn't recognize an electric shock is present though wiring wise everything tests okay. The ECU's are pricey so testing it with a known good unit is usually the first place to start. Any Apex/Attak CDI will work - it doesn't have to be off a GT as they all have the ability to have the electric shock. Hope this helps.
