Primary Clutch

I had to remove primary cover to replace broken spring, had to remove clutch retaining bolt to get cover off.I see two specs for this bolt, first to seat then final torque.If I have not removed primary from crankshaft, would I just torque to the final torque?

Just do 45 ft lbs
