Primary stuck open . . .?

I stuck my old sled in the pit of hell this weekend in the swamp area in Indian River. A GREAT BIG THANK YOU to the Indian River groomers for lifting it out of the hole @ 1 am.

Anyway, the sled started right up once out of the hole, but it wouldn't pull, primary is stuck open . . . so what could it be? Remove and clean will be first thing I do. However I've noticed that the belt doesn't ride to the top of the clutch. Is there somewhere I can send it or should I just get a stock one from a sled salvage.
 
Must have been the weekend for submarining..... 15 miles into the day my buddy was "comin' in hot" and missed a bridge and ended up 2 feet deep after the ice broke under him. After we all stopped laughing and finally figured out a plan to get the sled out, same thing, the engine started but would not close primary clutch. We assumed the water had froze up inside the clutch so we towed it back to camp, put it inside and grabbed a spare sled to finish the day. When we returned, sled fired up and clutch still wouldn't engage. I removed clutch, disassembled and sprayed everything with WD-40 and compressed air, then reassembled and reinstalled. Clutch operates as normal.
**** long story short... should be no reason at all to replace clutch, simple mechanical item that can be serviced.
 
clean it up blow out and install it should be fine as far as not sitting on top do you mean not sitting on secondary high enough
 
sounds like i'll be ok. The belt only rides in the half way point in the primary.
