what is the purpose of that rubber flap over the carbs? Does it keep snow out, keep heat in, or something else? :itchy:

You are correct, they prevent snow buildup around the carb area. As for carb heat build up, others here have added a engine coolant shut-off valve to prevent flow of coolant through carbs when running in warmer conditions. I think with the carb coolant lines and the snow flap, you shouldn't have a problem with your carbs freezing up.
