I'm not sure if this is what you were looking for, but...
I saw a TV show (Bob the Builder Garage, or some bs like that, lol.) where a guy took and wired an old cell phone to his battery and got on a cheap $1.00 a year cell phone plan of some type. If his (bike) got stolen, then i guess the athorities can locate it with the cell phone towers.
