I just watched the snowshoot 2016 from these guys. They were talking about the power that the turbo viper had. But all I keep hearing was the sled hitting the rev limiter bad. Has anybody else seen and heard that part in the video?

I watched it, but not sure if that's the same video you watched. Heard the rev limiter hit a few times on the blue/white turbo MTX when the track was pretty much off ground, I would say that's normal when your not grabbing traction.

When you "wheelie" your sled do you hit the rev limiter?

Sometimes yes, depends on traction, with a wheelie your not getting much traction with so little track on the ground.
