There are four bushing that come with the pilots, two for each ski. They are an exact fit for the apex ski bolt. One bushing goes in from the inside of the saddle the other from the outside, using mxc rubbers it is a tight fit. there is no slop or movement. Sounds to me like you are missing the bushings.

Have those bushings installed and like you said one is in from outside and one from inside but ther is still some rock on the bolt. If you look where snow tracker sits in relation to stock ski vs pilot they are in a total different position in regaurds to location to spindle. I used to think my pilots with trackers steered decent untill I tried the stockers. My dealer has tried 4 -5 doifferent tyopes of skis over the years and he finds sockers with snow trackers best bang foor the buck
Are you using the Skidoo mxc rubbers?

not sure which ones i have but they came with skis when I ordered and they need make and yr of sled so i am assuming they were for the apex. They fit the saddle perfect exceptb for the slop between bushings and bolt

YES THATS WHAT IT LOOKS LIKE. I HAVE IT MOUNTED SO THE HIGHER PART IS FORWARD. ITS LIKE A WEDGE
Yes that's the right direction. I'm at a lose to know what is wrong. Mine, I have to put weight on the ski to get the bolt in. I don't use any shims, and there is no excess movement once the bolt is in. I think its the movement in the skis that the trackers are reacting to. Maybe someone else has some ideas....
Just a thought, have you looked at your spindle bushings???

Havent looked at them since I put skis on last year, putting new skis on tomorrow will look at them then.
