My nephew has a 06 apex gt when engine is cold it tends to start and stall out .By the third try it starts or if you hold the key longer.

Mine does the same depending on how cold it is. Really cold will take 2 or 3 attempts, just cold and it takes 1 to 2 attempts. I did research at the time and found others with similar starting issue. If it was really cold I found that sometimes turning the key on and then off and then on again before attempting the start would help.
I'm in no way an expert, but would adjusting the idle speed help?

For me it idles quite high once it does stay running. Mine did it from new. I'm used to it now but if there is a fix I'm all ears.

i would be leaning towards a little more fuel like guardrail mentioned. if you bump the idle/low speed mixture up a little it might help. you can always reverse the settings if it doesn't. you mentioned cycling the key. some types of EFI shoot a priming shot of fuel into the engine when the key is turned on. if you're cycling the key you may end up with a little exta fuel which would help a cold start.
