The best tool is ANY OBJECT that weighs 25 pounds, and a piece of ROPE. 25 pounds, 1 inch.
Of course, there is really no reason to even do that. The BEST way to adjust is trial and error - loosen if off a bunch until it ratchets on hard takeoff, then tighten it up bit by bit until it doesn't ratchet any more. When spinning on a stand, make sure the track is centered on the rails.
