That torsion spring keeper did not break. The top was cut off in an effort to make removing the spring easier.
Looks like the spring hopped out, or partially hopped out, causing a situation at some point.
I'd be willing to bet the torsion spring keepers, on your machine now, have a closed top as they should.

If that was cut to allow easy lifting of the spring, it was cut incorrectly.
