Ok, I am probable going to get slammed for this question but here it goes... 
I am unable to increase boost, have a 7-8 lb actuator with a turbosmart boost tee. Turn the turbosmart to + to increase boost and still runs 7.3 lbs of boost.
Help appreciated.

Yes there is, which has the valve in the closed position when installed

Shorten the rod one full turn, turn your boost control all the way down. Take it out for a ride and turn your control up slowly to what you want. The wastegate comes set like that. Someone please key up and confirm.

How many turns did you turn it? Did you take the spring and ball out of the controller? I had this issue until I removed the spring and ball from controller. I cranked mine 10 or so clicks and the boost never moved.

I cranked it approx 7 clicks with no increase in boost. So if I under stand you correctly, I should remove the ball and spring from the T boost controller completely? Wouldn't that negate the use for the contoller?

All the ball and spring is for boost spike. Don't do it. SHORTEN THE ROD!!!!!!!!

BOOST SPIKING
If boost spiking occurs and is undesirable for your application, the gate system can be removed to give you a less aggressive boost
curve. This modification is only required in a minimal number of applications.
IMPORTANT NOTES ON GATE SYSTEM REMOVAL
The gate system can be removed by the following steps.
Perform this modification on a clean bench so that the ball and spring are not lost
• Allow the engine to cool down before removing the boost controller from your vehicle
• Identify the input nipple with the restrictor at the end on the DSBC tee piece. Loosen the input nipple and remove the ball and
spring.
• Check that the internal air passages are clear and free from debris
• Re-install the boost controller by following the instructions for your setup
• You will need to re-adjust your boost settings after the removal of the gate.
