What is the standard limiter strap setting for a 2007 Attack

My Attack has the limiter strap set on the second set of holes. I cant see any indents in the strap to say it was originally set in the first set of holes, but as I didnt buy it new I'm wondering is this the factory setting?

Yes second set of holes is the factory setting.
