I've heard soaking it in soap water, or scuffing the sides with steel brush. Should I do anything like that, or just slap it on?
Is there a break in period? If so, what does that entail and for how many miles.

I usually clean my belts with hot soapy water and try to break the belt in easy for the first 30 miles if i can

When you say "clean" it, are you soaking it in hot soapy water for an hour or so, or just wiping the sides with a rag soaked in hot soapy water?

Wash it in the sink with hot soapy water and scrub. You are cleaning off the release agent they use when they manufacture them. Rinse well and good to go, break it in for 30 or so miles.
