The old saying goes cotton kills. Reason being is because when it gets wet it loses all of its insulative properties. Wool, fleece, capaline, polyproplene and the like do not. You don't need to buy top of the line, brand name under layers. I think Walmart carries synthetic long underwear and Campmor has good deals.
The main thing is would want it to wick so you'll stay warm when sweating. The idea of layering is you add or remove layers if you are too hot or too cold. Also, if you were to get wet from rain, snow or fall in the water, synthetics will be easier to dry out and will also retain more of their insulative properties. Just make sure your shell and pants/bibs are large and free moving enough to fit layers underneath. No fun feeling like the Pillsberry Dough Boy since it's hard to move and no warm air is getting trapped under your layers.

Thanks guys,Sorry if I didnt make my question clear at 1st. I think I am going to run all 3 layers,and if I get to warm I will just throw the clothes in the back pack!

I wear Helly Hansen gear as my upper base layer. Best stuff by far I have ever worn in the cold ! Depending on how cold it is, I usually wear a long sleeve turtleneck shirt over the HH, or my Klim TekVest if I plan on bangin around, then my Yamaha Team FX jacket. As for pants, I have some burton snowboard base layer technical gear, then my Yamaha Team bibs over them. Burton Phase socks keep the tootsies nine n warm too

I run with a Coldwave jacket, windproof and waterproof with a light liner inside. Pants are Coldwave Foretex shell. Next to skin I wear either smartwool or Nike dri-fit. Next layer is microfleece of some sort, the weight of it varying with the temperature outside. I've ridden this combination below -30C and been warm on my Phazer on wide open ditch banging.
