When i bought my 17le with c&a razors, it had 9" shapers. It almost put me in the trees, just could not turn it!
I am now running snowtrackers with cannondales center spring, works good.
In one of previous pics, there is spacers or nuts in between clutch tower and helix, I assume that could be the problem for clutch not closing enough when installed.
Not sure why they would be there anyway.
I am running snowtrackers on c&a skis with 160lb spring from cannondale. I am very happy with this setup.
If I was you I would put on slim Jim's or snowtrackers and most likely need to change center spring to cannondales or cat 260 spring. Cat spring will have to go on upside down if your center...

I am running c&a razor with sno trackers on my winder. They work, very light steering. I also have a bill mohr spring.
I bought my sled used with c&a and shapers on it, it was terrible heavy steering. I almost hit a tree because I couldn't turn it!
I have c&a razor with sno trackers and spring from cannondale on my winder. They work really well with very light steering, I would highly recommend!
I had shapers prior and they were a handful, very heavy steering!
My actuator gave me problems. I ended up replacing it, and all was good again. The motor was probally just wore out.
Also make sure your belt deflection is correct, too tight and that will give you shift issues
