What is the best track clip installation tool to purchase or rent so I can install the clips while track is still on sled

So I damaged my hood last year and want to repair the gouges in the hood. what is the best way to repair my hood? I already have color match paint but not sure how to go about filling in the gouges. Also is the finish semi gloss so I can match it

I am looking at going with 1.325 Studs and looking at using 4 per section of the track with double wide backing plates. Can anyone tell me how many studs I will need?

my adjuster sits in a channel so not sure if the washer would fit in this area

my original rear shaft was bad, had a spun bearing on it, so I picked up a complete used unit. Maybe it is the wrong size? Maybe the small spacer is the wrong size?

Adjustment bolt loop - washer - small spacer - bogie wheel - large spacer - washer - adjustment bolt loop

so based on this the washer would go up against the adjustment bolt loop
