06 apex gt rpms

my buddy has an apex gt and his rpms are only going up to 10100 running wide open and a little over half throttle out of the hole it will go to 10500 and it does not matter if he has it stock or his ulmer clutch kit in it will only tack 10100 when you hold it to the bar tried fuel injection cleaner but did not help. my 06 apex er tacks 10800 right out of the hole and stays there and i kick his butt and mine is stock any ideas his clucth is good inner and outer bushings seem to be good also his sled has 7500 miles on it we live in woodstock N.B. cannot figure it out. thanks

Put your clutches on his and see what it does, maybe his
clutches need new springs, worn-- secondary buttons,bushings, rollers ,belt? alignment?
