Wow, I have no clue what to tell you. Other than the possibility that pioneer valved the center shock too stiff, I can't think of why it could be handling like that. I would call Bruce, for 350-400 you should be satisfied with the way it rides.

One rider's "harsh" will be another's "aggressive" and vice versa? If somebody calls in telling thier shock tuner what an aggressive rider they (think they?) are, and the tuner doesn't know how, or misjudges what's REALLY being said? This is so subjective I would bet that happens a lot...
A lot of the local tuner's I've worked with agree to revalve the second time around for the cost of the materials... (shims and shock oil, 20.00 or so?).
I would say call Bruce as well.
