2005 rs vector doesn't start

I just but engine back because the flywheel key was broken and the ignition timing was worng. Now when I try to start the engine it doesn't start and it spits something out from carburetor when airfilter is not installed (dont know if thats normal). I checked that in bottom of the 3rd carburetor there was no fuel.

do a compression test. sounding like it might have a bent/stuck valve.
