You said you bought a powermadd riser. If it were anything like my Powermadd pivot, you bolted it to the existing riser and used the short bolts to bold the handlebar and cap to the new riser.
I would assume you could put it on the top or bottom. I put the Powermadd pivot on top of my phazer riser and used the same cap. Works great. No new bolts are needed.
I am assuming you must have just bought a 2" block, add on instead. The pivot's are cheap and a bit of forward bend is helpful.
Good luck!

Thanks, The apex is differant riser and steering set up than all other yamaha's. go figure! Thanks Biff
You have something strange going on. My apex and
phazer have the identical looking risers. The apex and vector venture series have the same part number in the GT so the apex is not different.

Here is the one I will probally end up with:
This one is from Lake effect:
Yamaha-Apex & Vector Pivot Adapter 3.0"
This pivot adaptor is made exclusively for your 2006 to 2011 Apex, Apex GT, Apex XTX, Apex MTX, Apex SE, Attak and all 2008 to 2011 Vector delta box II chassis Yamaha Snowmobile's. This adaptor allows you to retain the factory chrome beauty ring around the steering post. Made from 6061 aluminum and polished or anodized in 3 colors for your personal preference. (stainless steel fasteners included with your purchase).
Delta Box 2 Chassis seems to be differant?
Others claim to work for all current yamaha's and may but require modification.

Yes, They seem the same until you get them apart and try to add or extend my current riser. I bought a straight 2 in from powermadd that stated it would work on all current Yamaha's 97 and newer?
in order to add the one I bought it will require 9 in metric bolts to replace the 7 in factory as I stated before. The new one will bolt on top of existing factory 6 in joint ( Riser I have) using original hardware. I can get the straight one to work but will have to drill out post convert to standard 9 3/8 in bolt and re tap or use lock nuts on the bottom of steering post plate.
The bolts are the main issueplus the fact that the powermadd product fit statement was not correct.
I want the end result to not only function but maintain the quality look!
Thanks Blue

No, Couldn't find right bolts and didn't want to drill and modify my steering post from Metric to standard. Just bought a mountain 8 in riser off a fellow tyer. Should match and work perfect! I will update once it arrives and install is completed.
Thanks Blue
