Apex wouldn't start - Code 11

Drove my 06 Apex all day with no starting issues. Parked the sled outside for the night and it was cold (-20C). Went to start the sled in the morning and it wouldn't start. I could hear the fuel pump, and but the sled wouldn't whirl. My check engine light came on and it gave me code 11. I put the sled in my warm garage and after a few hours the sled started. Is there a problem with my starter relay or could it be something else?
