is it normal for the blow off valve to leak slightly or should it be completely tight with no leaks.

At how much pressure does it leak?
I've seen many that had tiny leaks and some that didn't leak at all. Minimal leaks are not a big problem.

Not too bad I can pump it up over 20psi then it drops about 1 lb every 4 seconds Just wasn’t sure if small leak was normal

It's common to see many leak a little. Just clean it up good. Turbo has no problem keeping boost if it's just a tiny leak like that.
