Just goin over bolts on my 06 apex and when i went under the hood in the nose i noticed that all 4....2 upper and 2 lower ....a arm bolts were loose. All 4 of them were showing a gap under the head and sure enough when i put a wrench on them they were loose but for the life of me i cant find the nuts on the other end to truely tell if these are undeed loose. So are they supposed to be floating or are they supposed to be tight?

The sled has 6000 miles and the oillight bushings have all been installed 2000 miles ago. I talked to the previous owner and he seems to think that they are free flòating and that the nuts are in fact tight. I cant easilly find the nuts so before i tore the whole sled apart id figure i ask .

They are more like a shoulder bolt, meaning they don't tighten anything together, rather a floating spindle for the A arms to pivot on.
There shouldn't be a ton of gap, maybe a millimeter or so, you can sneak a wrench down in the bulkhead to grab the nut and check for sure, minimal tear down.
