BOV Passing during Leak Test

I decided to do a leak test today, MPI 180 turbo kit on a nytro. After getting the testing apparatus sealed and turned the engine over till the valves sealed I could hear a rush of air. At around 3-5 pounds (as per the boost gauge) the BOV is passing. I sealed that up and verified I have no leaks, but is this normal or is my BOV out of adjustment? (and I do have quite the stumble at 5-6000 rpm, but have been told it is somewhat normal on an MPI kit)

The BOV needs vacuum of a running engine to stay sealed once there is no vacuum (after letting off the throttle) it opens and blows off the air. Its working as it should.
