Can this "retainer" be fixed or do I need the whole shock?

the retainer should be a different piece from the eye. should be able to just buy a new one for a few bucks

Contact Bruce from Pioneer Performance in NY. I'm sure he can steer you in the right direction and either get you the part you need (if available) or send him the shock and have him fix it for you.

Why don't you just bend it back to where it belongs?

I just picked up a 'used' one for $2...it was bent pretty awkward so the replacement was the best option.
