Clutch rivets and holes

Just looking from some clarification as to what the affect of weighting the different holes is.
ie) tip weight raises/reduces top rpm........so what does the inner and middle do?
Is there a rough guideline as to how much weight and the location its added to affects rpm's?

I have the chart right from Yamaha that they recommend based off of altitude if you'd like to see that.
