D03 check

hi I just picked up a 2007 phazer that have a stumble issue I went thought the checks and from what I read for d03 it gives you a pressure then you crank the engine over and you should get another pressure reading that should be less is this correct? when I do this I get an er-1 pop up on the screen thanks
