No I spin it on until it lightly touches then one full turn more with the seal gasket oiled up. I only use my hands to tighten it.

I would use the torque wrench, but it doesn't fit between the filter and heat exchanger. The filter wrench just sneaks in when mounted on a 3/8 breaker bar, but there is not room for the torque wrench head.

If you crank it on hand tight after putting a little oil on the gasket, and you are known for a good strong handshake, chances are you will need a filter wrench to get it off next time.
