Electrical question

Hey guys,
Trying to track down a parasitic drain/short after putting my AFR/boost/water temp gauges on.
Is it correct to have the brown fan wire and red/yellow ignition wire in the fuse block by the chain case always hot?
Even with the key out and kill switch down these leads are hot.

I also disconnected the lead to the fuse block I added for the gauges and no change.


Thoughts?
