ER-1 code

Keep getting ER-1 code , replaces wiring harness , main and instrument cluster swapped out ECU and still putting out the code and stalls ..and put a different cluster on as well .....
What could it be

Well I figured it out , the speedo pick was bad and drive axle bearing ...
