Expert X limiter straps

Was looking things over on my 04 RX-1 and noticed the tops of the limiters straps on my expert x skid were beaten up almost right through the strap. I think it is the drive lugs on the track contacting it. Track tension was a little loose 1 3/4 sag with no weight. What could be causing this? At the time i had the straps nice and tight.
 
I had issues on my original turbo with x-pert x. I used combine drive belts cut to length. Cheaper & stronger.
 
Why would the lugs be hitting the top of the straps though? I also noticed that the track rides on the white plastic protectors. AD Boivin install says the track should be 3/8" above that. When i installed it i checked to make sure that that was the case now something has change. Would the drivers have worn enough to allow the top of the track to drop and loose that clearance?
 
Would be possible to have the straps to tight causing them to stretch?. I had them sucked up to the second last hole. Now im not sure if it was the track lugs hitting them or just the straps letting go. Any specific combine turk for these straps?
 
Check the round roller at the upper part of the swing arm under the tunnel, they are probiblly worn out. You will have to remove the skid to check it. This is the white plastic part of the skid. I think its 3" in diamiter.

I pulled the skid out today and could not find anything wrong. White plastic blocks had just the top flattened im talking maybe a 1/16 taken off if that. It seems that the track rides just above it may 1/8 above the white block. All wheel were at the right diameter. Only thing i can thing of to get the clearance to boivin specs is to raise the rear mounting hole.
