Is the padded cover for the handlebars/risers a OEM part? I am looking for one for my 06 Attak. Can't seem to find it on the parts listing on partzilla.

Yes it is. I may have one someplace. You are talking the little square pad that covers the bolts with 2 Velcro straps?

Yessir. Not sure of the name of it...handle bar pad? Usually black with white YAMAHA lettering.
